Frank Tepe will officiate at services. Burial will be at Fairlawn cemetery under direction of Strode Funeral home.<\/p>\n<p>Mrs. Elkin was in Stillwater staying with her sister, Mrs. Marguerite Albin.<\/p>\n<p>Born Nov. 3, 1915, near Eddie, Okla., (now Tonkawa), she was the daughter of Mr. and Mrs. William Frazier. She was a 1932 graduate of Perry high school and attended Oklahoma State university at Stillwater and Phillips university at Enid. She and E.S.N. Elkin were married Dec. 18, 1945, at Flagstaff, Ariz.<\/p>\n<p>She had been a civil service employee for a number of years. She had lived in Stillwater and Mobile, Ala., before moving to Sacramento in 1965. She had been employed at McClellan Air Force base at Sacramento.<\/p>\n<p>In addition to her sister at Stillwater, survivors include four brothers, W.
